Davao City Water District
Ingenuity designed, developed, installed, commissioned, and supported an integrated ERP-HR platform for Davao City Water District, bringing employee records, attendance, leave, payroll, medical benefits, performance, learning and development, recruitment, rewards, reporting, and administrative controls into a more connected digital environment.
Davao City Water District needed to modernize human-resource operations that spanned multiple departments, employee categories, approval paths, reports, compliance requirements, and recurring administrative processes.
The organization already had internal ICT expertise, but that team was also responsible for maintaining existing systems. Building a large HR ERP environment internally would have required significant time and manpower while day-to-day technology responsibilities continued.
The project was substantially broader than a single HR application. Employee records, attendance, leave credits, payroll, accounts receivable, medical benefits, performance management, learning and development, recruitment, rewards and recognition, dashboards, reporting, and administrative access controls all had to work as parts of one coherent operating environment.
The implementation also required coordination among ICT, HR, Accounting, Internal Audit, the ERP project team, and end users. The challenge was therefore both technical and organizational: translate real institutional workflows into software that was accurate, usable, testable, and supportable after deployment.
Ingenuity approached the engagement as a structured enterprise implementation rather than as a standalone development assignment.
The team worked with DCWD’s ERP project team and end users to clarify existing workflows, reporting requirements, approval paths, data needs, and responsibilities across the organization. These findings were translated into system-flow diagrams, data-flow diagrams, and UI/UX mockups so stakeholders could review how the system would operate before implementation advanced.
Development proceeded in phases, aligned with alpha and beta testing milestones. This allowed modules to be reviewed progressively and gave DCWD’s ERP team and end users opportunities to validate functionality through testing and parallel runs.
Ingenuity also supported data migration, installation, commissioning, documentation, and training. End-user training focused on practical module workflows, processing steps, reports, and responsibilities, while programmer training supported knowledge transfer to DCWD’s internal technical team.
Ingenuity implemented an integrated ERP-HR platform covering the core human-resource and administrative capabilities required by DCWD.
The Employee 201 System centralized employee information including personal data, education, eligibility, work experience, employment details, service records, correspondence, salary information, scanned files, Personal Data Sheets, notices, certificates, and related reports.
Operational modules covered attendance monitoring, shift and time records, leave applications and credits, payroll processing, overtime, benefits, deductions, remittances, accounts receivable, medical benefits, performance management, learning and development, recruitment and placement, rewards and recognition, dashboards, reporting, and administrative access control.
The platform was designed around real organizational workflows rather than isolated feature lists. User roles, approval steps, reporting requirements, data relationships, administrative controls, and recurring processing activities were treated as connected parts of the same enterprise system.
Ingenuity helped DCWD establish a more integrated digital foundation for core human-resource operations.
The implementation brought employee records, attendance, leave, payroll, medical benefits, performance, learning and development, recruitment, rewards and recognition, reporting, dashboards, and access control into a connected ERP-HR environment designed around the organization’s actual operating processes.
The engagement also addressed adoption and continuity. End-user training helped staff understand how the new workflows related to their day-to-day responsibilities, while programmer training gave DCWD’s internal technical team greater familiarity with the system after implementation.
No quantitative reductions in processing time, error rates, administrative cost, or compliance incidents were supplied with the project description. This case study therefore presents the delivered operational capabilities and knowledge-transfer outcomes without creating unsupported quantitative Outcome Metrics.
